The organizers of the Common Future Congress took part in the Ukraine Recovery Conference 2025 in Rome – the largest international event dedicated to the reconstruction of Ukraine.

Summary

Six Polish development institutions comprising the PFR Group presented the Team Poland program for Ukraine at the international event Ukraine Recovery Conference 2025 in Rome (July 10-11, 2025). This integrated offer of support – financial and advisory – for companies interested in participating in Ukraine's recovery. It is a joint initiative of the Polish Development Fund (PFR), Bank Gospodarstwa Krajowego (BGK), the Polish Agency for Enterprise Development (PARP), the Polish Investment and Trade Agency (PAIH), the Industrial Development Agency (ARP), and the Export Credit Insurance Corporation (KUKE).

At the same time, Team Poland became the motto of the entire delegation, which numbered over 150 people and included representatives of government and business. Thanks to this strong and focused presence, Poland presented itself in Rome as a key partner in Ukraine's post-war reconstruction, particularly in the sectors of transport, logistics, freight forwarding, and cross-border infrastructure.

Team Poland zone at the heart of the action

The Team Poland zone for Ukraine, one of three national zones alongside Italy and Ukraine, attracted the attention of conference participants and became an important point of Polish-Ukrainian dialogue. Each visitor could also learn about a wide range of instruments supporting foreign expansion – from special loans for reconstruction, through war risk insurance, through investment co-financing, to consulting services and the organization of economic missions abroad.

During the conference, the Team Poland zone gathered representatives of the Polish government, including Andrzej Domański – Minister of Finance, Jakub Jaworowski – Minister of State Assets, Krzysztof Paszyk – Minister of Development and Technology, Paulina Henning-Kloska – Minister of Climate and Environment, Paweł Kowal – Member of the Sejm of the Republic of Poland, Chairman of the Council for Cooperation with Ukraine.

Yuliya Svyrydenko, First Deputy Prime Minister and Minister of Economy of Ukraine, also visited the zone  . She met with the leadership of Polish development institutions, including Piotr Matczuk, Wojciech Balczun, Andrzej Dycha, Katarzyna Kowalska , and Mirosław Czekaj . The presence of such a high-ranking representative of the Ukrainian government confirmed the importance of Poland's offer and commitment to the reconstruction process.

Agreements and contracts to support Ukraine

During the Ukraine Recovery Conference in Rome, important documents were signed, the parties to which were Polish development institutions, the European Commission and Ukrainian institutions.

Mirosław Czekaj , President of the Management Board of BGK, and Professor Marta Postuła , First Vice President of BGK , signed a letter of intent with Marta Kos , EU Commissioner for Enlargement, to conclude an agreement with the European Commission under the Ukraine Facility. The document announces the conclusion of an agreement for €184.1 million (with the possibility of increasing this amount), which will be allocated for investments in the energy, transport, and manufacturing sectors.

On the same day, a second letter of intent was signed, establishing a European Flagship Fund for Ukraine's reconstruction. It provides for a joint investment of €220 million by the signatories, which, in addition to BGK, include development banks from Germany, France, and Italy. The initiative is supported by the governments of these countries and the European Commission.

In its first phase, the fund plans to raise €500 million, and if conditions permit, increase its commitment to €1 billion. This fund will effectively combine public and private funds for Ukraine's reconstruction. On behalf of BGK, the letter was signed by the First Vice-President of the Management Board, Professor Marta Postuła, in the presence of Finance Minister Andrzej Domański .

The Industrial Development Agency (ARP) signed a memorandum of understanding with the State Agency for Infrastructure Reconstruction and Development of Ukraine. The document envisages joint efforts to identify and implement infrastructure, energy, and industrial projects that will support Ukraine's post-war reconstruction process. The memorandum was signed by Wojciech Balczun, President of the ARP SA Management Board; Łukasz Kotapski, Vice President of the ARP SA Management Board; and Sergiy Sukhomlyn, Head of the State Agency for Infrastructure Reconstruction and Development of Ukraine.

In the concluded agreement, the parties declare joint actions to create lists of investment projects, prepare legal and financial recommendations, and support enterprises that will implement projects in the formula of public-private partnerships or within international consortia.

Another important event was the signing of a joint declaration by Poland and the United Kingdom on deepening their partnership for the reconstruction of Ukraine. The document envisages close cooperation in investment, reform, and modernization of Ukraine, as well as joint efforts to attract private capital. Both sides also announced, among other things, the organization of a joint business forum in Rzeszów.

Accompanying events and Team Poland involvement

Even before the official start of the conference, Team Poland inaugurated its presence in Rome with a special networking event. Nearly 150 guests from around the world attended. Welcome speeches were delivered by PFR President Piotr Matczuk and His Excellency Ryszard Schnepf. Honorary guests included Igor Zhovkva , Deputy Head of the Chancellery of the President of Ukraine; Aleksandra Dulkiewicz , Mayor of Gdańsk; Konrad Fijołek , Mayor of Rzeszów; and representatives of CDP, an Italian development institution.

Team Poland representatives also actively participated in substantive discussions and panels at the URC 2025 conference. Piotr Dmuchowski, President of PFR TFI SA, participated in a specialized workshop on the prospects for the Ukrainian private equity market , alongside representatives of KfW, the EIB, and the EBRD. He presented PFR's approach to investing in Ukraine, emphasizing that the first investment (implemented jointly with the Polish IT company Euvic) has already been launched, and further investments are in the pipeline. Katarzyna Kowalska and Jan Rekiel from the Export Credit Insurance Corporation (KUKE) participated in panel discussions on derisking (reducing investment risk) and revitalizing the processing sector . They shared their experiences in securing investments and trading in higher-risk markets, also highlighting the potential for leveraging instruments offered by KUKE and other export credit agencies to mobilize financial resources for reconstruction projects while also ensuring the participation of Polish entities in these investments.

Thematic events accompanying the conference also took place in the Polish zone. At the Team Poland booth , attended by Minister of Climate and Environment Paulina Hennig-Kloski, the GreenEvo program, promoting Polish green technologies for Ukraine's reconstruction, was presented. 

Team Poland representatives also participated in a special meeting with Polish Prime Minister Donald Tusk , representatives of strategic Polish public entities, and representatives of the Ukrainian government. Discussions focused on coordinating Poland's continued involvement in aid and investment in Ukraine. This meeting confirmed that the Polish government and development institutions are speaking with one voice in support of Ukraine, combining the strengths of government and business within Team Poland.

One team – common goal

Under the Team Poland brand , Polish development institutions demonstrated in Rome that together we can achieve more. This initiative is not just about concrete actions – it demonstrates the strength of working together for a common cause, the determination and commitment of many teams. The large group of Polish entrepreneurs and partners present in Rome demonstrated that Poland is ready not only to help but also to become a leader in Ukraine's post-war reconstruction. The Team Poland initiative for Ukraine is an important link between the needs of Ukraine and the capabilities of Polish entrepreneurs.
